In order to thoroughly implement the work deployment of three system reforms of Harbin Power Group and promote the reform and development of power technology and trade, on September 15, power technology and Trade Organization held a mobilization and deployment meeting of "three fixed" work. In his mobilization speech, Zhang Liwei stressed that the "three determinations" work is an important measure to deepen the reform of the company and the core of the three system reforms. First, we should improve our understanding and unify our thinking. All cadres and staff should effectively improve their political position, enhance their awareness of the overall situation, fully understand the great significance of carrying out the "three determinations", and ensure the steady progress of all work. Second, we should earnestly carry out the work. On the basis of thoroughly understanding the spirit of the documents, leading cadres of all departments should organize and hold mobilization meetings for the work of personnel quota of their own departments, actively publicize and implement the work spirit, and promote the work of personnel quota in an orderly and steady manner in accordance with the principles of law and regulations, openness and fairness. Third, we should actively guide and supervise the work. The functional departments should do a good job in the interpretation of relevant policies and work guidance; the supervision group should earnestly perform the duties of supervision and inspection on the work of personnel quota, and ensure that the work of personnel quota is open, transparent and in accordance with the law.
